Project Description

 

KMC would like to enlarge their testing capability from the first one located in Rayong Province by constructing the new facilities including laboratory buildings and test courses, to meet the demand in ASEAN. KMC has hired PCKK to do the study for the selection of the most suitable area of 800-1,000 Rai in Khon Kaen Province, and PCKK has subcontracted parts of the services to ATT.

 

Scope of Services and Description of Duties:

ATT provide the service to the project as follows:

 

  1. Data Collection and Review

 

Related data maps and related aspects such as topography, geology, hydrology and hydrogeology, flood record, existing facility such as electricity and water supply, population and historical monument and etc. were collected and used. Moreover, related laws and regulations for project development such as the land restriction, required permits, were collected and reviewed.

 

  1. High Level Site Screening

 

After data review, high level site screening was conducted to trim down number of site in order to save both time and budget. Preliminary criteria used are:

  • Distance to nearest community(s),
  • Site conditions and Risk to flood,
  • Important man-induced events such as airport and others.
  • Average land price(land acquisition)
  • Availability of utilities and infrastructures

 

  1. Field Inspection

 

ATT’s experts were to selected potential sites to do field inspection in order to verify the correct and the completeness of the data to be used for site suitability in the next step.

 

  1. Data Analysis

 

Collected data collected was analyzed and used for further evaluation stage. The data was categorized into two main groups including 1) Engineering Group and 2) Environmental Group.

Moreover, major costs related to development were collected and analyzed including

  • Land price(from Land Department’s website or office in Khon Kean),
  • Access road
  • Site preparation
  • Development of facilities: electricity, water supply, wastewater system

 

  1. Site Evaluation

 

To select the best three technical sites, the consultant has analyzed the collected data and scored both engineering aspects and environmental aspects.

After getting the total scores of both engineering and environmental aspects, the results were used for further ranking process. Composite ranking method was conducted by putting weighted score on both aspects. At least three scenario were made as:

  1. a) Weight of Engineering Aspect: Environmental Aspect was 60:40
  2. b) Weight of Engineering Aspect: Environmental Aspect was 50:50
  3. c) Weight of Engineering Aspect: Environmental Aspect was 40:60

 

Three best technical sites were concluded and cost aspect was integrated for further land purchasing and development.
